Trainings on the Environmental Liability Directive
supporting its implementation in Member States
The Environmental Liability Directive established a framework of environmental liability in accordance with the polluter pays principle with minimum standards consistent with a high level of environmental protection across the EU. A main purpose is to internalise the costs of preventive and remediation measures to liable operators.
Member States, competent authorities, and national courts have interpreted and implemented the ELD in a wide variety of ways. This has resulted in a patchwork of liability systems for preventing and remediating environmental damage across the EU and, often, a lack of implementation and enforcement.

RPA Europe, in collaboration with Stevens & Bolton LLP, Logika and other experts, has been contracted by the European Commission DG Environment to prepare training materials and organise training workshops with the objective of increasing knowledge of the ELD and its interaction with other EU environmental legislation and national legislation including criminal legislation. The workshops will feature presentations – with concrete examples of cases – and exercises and will be accompanied by handbooks and other legal and technical materials. The aim is to enable Member States across the EU to improve the implementation and enforcement of the ELD.
​​​​​​​The first three-day training workshop will be hosted by the Greek Ministry of Environment and Energy in Athens, Greece, on 14-16 October 2024.

The second three-day training workshop will be hosted by the Romanian Ministry of Environment in Bucharest, Romania, on 19-21 November 2024. Registration for this event will open soon.
A third training workshop is being organised and will take place in January/February 2025. More information will follow soon.​​
