RPA Europe S.R.L., Risk & Policy Analysts Ltd, Centre for European Policy Studies, Logika Group and Metroeconomica are carrying out the assessment “In-depth assessments on environmental priorities to support the greening of the European Semester and integration of environmental priorities into the EU's economic governance framework” commissioned by the European Commission DG Environment (a cover letter is available here). 
 
The purpose of this Assessment is to improve European Commission’s knowledge base for the future cycles of the European Semester — the European Union's annual framework to coordinate economic, fiscal, employment and social policy within the European Union — by assessing the state-of-play and potential for each Member State to implement the ‘polluter pays principle’ through environmental taxation. This assessment would build on the existing coverage of environmental taxation in the European Semester and other relevant studies performed by the European Commission.
