The European Commission has commissioned a study to support the development of digital solutions for obtaining, processing and handling emission data for compliance purposes under the revised Industrial and Livestock Rearing Emissions Directive (IED 2.0).
Article 14(1) of the revised IED requires Member States to ensure that permits include necessary measures to comply with Article 11 (general principles for operators: requiring installations to prevent pollution, apply best available techniques, use resources efficiently, and avoid environmental harm) and Article 18 (environmental quality standards: requiring stricter permit conditions and additional measures where needed to ensure compliance with environmental quality standards).
Among the required necessary measures, Article 14(1)(d)(i)(ii) establishes an obligation for operators to supply the competent authorities regularly, and at least annually, with monitoring results and other relevant data, enabling verification of compliance with permit conditions and comparison with BAT-AELs (even when emission limit values are set differently in terms of values, periods of time and reference conditions from those of the BAT-AELs).
As part of this work, the contractors are carrying out some consultation activities to gather feedback, data and practical insights. Your expertise and experience are vital to ensure the study reflects the reality of implementation on the ground and helps identify opportunities for improvement.
