The first thing you should try is blowing compressed air into the stainless steel bathroom sink faucet. This will dislodge any debris that's blocking the water supply. If the noise is coming from the faucet nozzle, unthreading it should stop the whistling. If the washer has become worn, you should consider replacing it. This solution isn't as permanent as a new faucet, but it's a great first step.
